So I’m not sure how long this problem has been around or if it is on purpose. But I am just noticing it more now as I have picked up my mesmer again recently.
The #3 mainhand sword skill has some kind of CD bug. If the skill is activated on a target before you are in range, the skill goes on cooldown for the full duration, without activating the clone. You cannot swap places or get your shatter damage, since the clone never appeared.
