The skins actually need to be used on weapons to count for the collection. Simply having them isn’t enough. Basically the toy weapon skins need to be unlocked in the account wardrobe to count for the collection.
Easy way to do it is to go to a regular weapon merchant and buy white quality weapons for cheap then use a skin on it. Keep in mind that you can’t apply the skins to weapons your character can’t use because it needs to be equipped, so you may need more than 1 character to do it with.
Edit: The collection can be found by pressing ‘H’ to open the hero panel, clicking Achievements at the bottom left an it’s under Collections>Basic Collections>Wintersday Toy Weapons Collection. To unlock the collection you need an ‘Heirloom Toy Chest’ which you can buy from a holiday vendor in Divinity’s Reach in exchange for ugly wool sweaters, ugly wool socks, or ugly wool hats. You can also buy this item from the trading post for about 3 copper.

At person above this is a much more troublesome way of doing this achievement… For the most part you are correct but….. Simply destroy the weapon skin this unlocks the skin which is needed for the achievement.

In fact, nop. I have never applied any of those skins to any weapon and I have the collection completed. They are unlocked on acquire if I’m not wrong, then you just have to have them. However…

Yes, this is the thing. If you don’t have the collection unlocked you won’t get the reward after getting all the skins. However, it will still take in account any unlocked skins on the moment you unlock the collection. In my case, I had most of the skins unlocked and got the collection done instantly so soon I opened that Heirloom Toy Chest.
Simply destroy the weapon skin this unlocks the skin which is needed for the achievement.
If you mean destroying it by tossing it out or right click > Destroy, no I think it won’t unlock the skin as I have seen other items not unlocking skins when tossed out. To unlock skins you must use it, or salvage it, or simply right click > Unlock Skin in some cases. However, salvaging doesn’t apply to items like this and using Unlock Skin will make it account bound though. Let me know if I’m doing some mistake here.

Well I did it last week and destroyed it… It unlocked the skin for me and the achievements. Maybe this doesn’t always work but I figured there’s nothing to lose really as the skins are so easy to get so I destroyed them and they unlocked.
Thanks for the replies guys. My daughter and I are primarily WvW players so we hadn’t gone to Divinities Reach. The wiki didn’t say anything needing the toy chest.

Completely wrong! You only need to right click on the skin and select add to item collection achievement you can do it without unlocking the collection as when you do unlock it with the chest it will add all the already added skins to the collection.
The requirements are:
- Unlock the collection itself, by acquiring the toy box (nearly free from the TP).
- Unlock each skin for your wardrobe. Like any skin, there are several ways to do this:
- Apply to a weapon.
- Destroy the item, which also allows several choices:
- right-click and choose “add to wardrobe” (destroys the skin; adds to wardrobe).
- drag the item out of your inventory (same as above)
- for actual gear (not skins nor minis), you can also salvage the item
- for actual gear (not skins nor minis), you can also forge with other items.
The wiki assumes that people understand that some collections have a required unlock item, which is often listed in a separate part of the article.
In all cases, you get a pop-up on your screen:
- when you unlock a skin
- you you get credit for adding something to a collection
