I’m on the “Mired deep” personal story quest and once you go under water to examine the second chest after you have found all of the signs on the trees, you cant kill any of the Bog Scales underwater, They are invulnerable and regen health, although I’m not positive if that is requires because once you examine the chest it says there is a ominouse sound coming from the ruins but nothing happens to the green way point and it still says “locate second chest” on mouse over. I have the same. The crits i manage to draw out of the water I can kill (but not all of them is dragable, including the boss, and those regen health too fast or don’t take dmg at all),

The issue is still in-game. Can’t finish my Personal Quest like this.

Edit: I think the way to solve this would be to actually have your third ally -help- you rather than do nothing. Fyon the Wraith (my ally) actually applies a healing debuff on the target… Would be a load easier (read; perhaps even doable) if he’d actually applied it.
