Missing lengendaries
Submit a ticket to support, outline your problem and politely ask for a transmutation splitter (as it cannot be bought anymore). They used to send out those to people in similar situations.
Just to save time and clarify for any onlooking Dev’s. what your saying is that your missing a legendary, and then you show an image of a re-skinned dagger by its description.
If I were (which I am not) a member of the support team, I would have a few issues with this; namely weapon descriptions can come from anywhere and anyone. I can show you an eternity description by asking someone else to link theirs in chat, without ever owning one. Secondarily I myself have a skin for “the hunter” despite ever owning said item. This was through the pvp locker changes.
To conclude, I recommend you investigate and see if you have any images of the real legendary showing its description, oh which many people do, since they are so thrilled upon achieving their legendaries from the mystic forge. This and data such as account wide achievements such as “been there done that” could be invaluable. Currently though this is awfully reminiscent of a attempt to get a free legendary regardless of the reality.
If you have lost your legendary then I am truly sorry to hear that, but currently there is a sever lack of evidence (with the little data available) to support your claim.

You would contact CS, who can see exactly what you have ever had on your account, as far as Legendaries go. They can see if you destroyed it, sold it, re-skinned it, never had it, etc.
Btw, the tool-tip you show doesn’t even seem to be near an item, but it’s hard to tell, as the picture is cropped. You might consider using a better picture, in the future.

I appologise if I seemed to be negative about your issue, the reality is I am trying to get you to accumulate your evidence to further strengthen your case. Subsequently i believe the others are correct, submit a support ticket and open with as much detail and evidencing as you can, as I can assure you they will look at it as I have as giving a legendary regardless of the reason is not going to be easy.
