So I created new charr and get achievement “for the legion” there was no mastery point added to my pool even if it is showing in achievement tab

This is a visual anomaly.
The Mastery Points for Personal Story are awarded on a per-chapter basis.
Assuming you did the first chapter on any race before then you got that mastery point already.

if you have already done the personal story on another character (regardless of race), then you already have the mastery point for it.
