Missing weapon skins
Are you talking about your PvP skins? You have to enter the Mists to unlock all items in your Locker. It seems to work best if you use a portal to get there.
PvE skins unlock when you interact with them. You can view those already unlocked by visiting any bank or crafting station and opening your Wardrobe there. Good luck.
