The Modniir Ulgoth spawns just fine in Hrathi Hinterlands, but the pre-events necessary to actually confront him aren’t spawning. He’ll sit there for 25 minutes taunting us, then leave.
I can’t vouch for this personally, but I have been told by people on other versions of the map that this was happening for them as well at the same time. Personally, it’s been this way for me the last three times the Ulgoth has spawned (at 3:30, 6:30, and 9:30 EST today).
