I am trying to make the gift of metal to go towards my gift of frostfang. I have the required ingots, crafting disciplines to level 400, and I consumed the required recipe. Regardless, it will not let me combine the items.

Gift of Metal is not mystic forge recipe. You need to buy the recipe sheet from Miyani and learn it on a Weaponsmith, preferably a lv400 weaponsmith.
