Nearby Event Mark is always BUGGED
What, exactly, are you suggesting be fixed? More details would be helpful.
Probably an issue with the Content Guide indicating an event marker nearby where no apparent nearby event is actually happening. I’ve seen this myself, but I’m not sure if it’s a bug or if it’s just indicating a mobile event that started nearby that may since have moved out of range (such as with an escort).
Its
1) pointing at the wrong event when another is closer.
2) pointing at a bugged event with no way to tell it to ignore
3) it complete disapears during downtime of events so theres no way if an event is in breaktime or whether you’re somewhere where there’s an event all
Do be aware, many/most ‘phantom’ marked events are actually Rift events that can be initiated and completed (even in cities) with a Class I or Class II Rift Stabilizer.

If you want it fixed, then try to provide specific details that would allow ANet to troubleshoot the issue that you are seeing:
- Use the in-game /bug reporting tool as soon as you see it happen.
- Include the name of the “wrong” event and the name of the one you think is closer.
The other two things you mention aren’t “bugs” —they would be suggestions for adding functionality. They are potential suggestions I would agree with, if I saw them in the game subforum. (If I understand correctly, you want a way to ignore certain events and to include events that include ‘breaks’ when there aren’t active foes or allies. I don’t think either of those things would be easy to implement, but they both seem like useful QoL improvements to the tool.)
