{Necro Bug} Staff marks are not triggering
Marks are triggered when a player steps onto them…. from what I understand, and this applies to ranger traps as well, the trap/mark will not trigger unless a foe is moving.

that is not true, marks trigger even if the player does not move. All you need to do is cast the marks on top of the player and they will instantly trigger.
This, however, does not work with down players.
And if you think about it, having only 1 skill on staff to finish down players is obviously not the best way to kill them. This is a bug!
NOTE: putting ranger traps on down players activates the trap, thus it is logical to assume that necro marks are bugged.

Unfortunately that is NOT how Necromancer Staff Marks work. I think you may be misinterpreting the definition of triggering between Rangers Traps and Necro Marks. And just so we are very clear on the differences between the 2 classes I have some pictures for you to enjoy so you know exactly the difference between the 2 classes and their abilities.
I myself run 5 Necros and 5 Rangers on my main account. So I know the difference. And it’s also why I DO NOT run staff necros because I do not like the way Marks are designed to work. And all 5 of my Rangers are Trap Specialists.
Make sure you read the definitions of exactly how traps work and how marks work.
If you look at the Marks Skills they all say they must be triggered. Which means stepped into. It’s not a bug and it’s the way marks have worked since launch.
When you look at the Ranger traps Flame Trap does not need a trigger. When set it burns foes immediately.
When you look at Vipers Nest it requires a trigger. Which means it has to be stepped into to trigger.
When you look at Spike Trap it must be triggered as well. Which means it must be stepped into in order to work.
When a player is in a downed state they cannot move or walk or run into a mark or a trap. So in essence they cannot trigger a mark. The only trap from a ranger that would effect them in a downed state would be the Flame Trap. None of the other traps would effect them at all. Same goes for the marks. They must be triggered.

You are posting inaccurate information. The necro marks DO NOT REQUIRE the target to move or to step on them. All you have to do is drop the mark on a MOTIONLESS and perfectly STILL body and it WILL trigger.

Ok, suppose that it is true that the marks do nothing on down enemies. What is a necro supposed to do on a down enemy? 111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111?
If so, then the necro sucks donkeys hairy butt.
Have you tried other weapon combinations? I myself have all my necros decked out with Dagger/Scepter / Focus / Axe combo. That setup is an absolute blast. But you do have your secondary skills with staff to burn your foes…such as Well of Suffering Well of Corruption and so many others as well.
There are a LOT of different ways to play a necromancer. You just have to think outside the box.

And you can always google Guild Wars 2 Builds. There are tons of sites out there that explain in great detail how to maximize players abilities with their class.
Just don’t get frustrated with the necromancer class. It’s a class that is very underestimated in the game. And you would be surprised at how many people seem to think they are weak or underpowered. I chuckle every time I see someone post something like that. It’s just not true. Most of the time it’s the player not knowing the information they need to know to maximize the potential of the class being played. And you came to the right spot to get questions answered.
