Necro Signet CD affecting Other CD
I’ve also noticed this happening to my Engineer when switching skills:
example:
1) running using Rocket Boots and Elixir B
2) Use rocket boots, then trying to switch Elixir B into a Rocket Turret whilst Rocket boots is on cooldown.
3) Rocket Turret imitates cooldown of Rocket Boots.
I can’t replicate it as a definite thing but I do notice it happen.
I believe this is the result of having a utility on cooldown in that slot in your underwater skillset. If you remove Epidemic from the 3rd utility slot underwater (which is where I assume yours is) it will no longer be on cooldown underwater, which means it will be available for use on land.
I dont think this is a bug, I think this is intended, so you cannot cast a skill, then switch to another skill, and cast that, and then switch to another and cast that as well. Switching skills and being able to cast the new skill immediately would defeat the purpose of cooldowns.

That’s not the case here at all. I’ll try to explain it a little more in depth.
A player, we’ll call him “Vekk” has many utility skills. He is currently using utility skills A, B, and C, with a 30, 60, and 90 second cooldown respectively. Vekk also has utility skill K, which has a 10 second cooldown, but he does not currently have that equipped. Vekk uses skill C, which is put on a 90 second cooldown. Vekk then decides to switch out utility skill B and put in utility skill K. Utility skill K, even though it was replacing a skill NOT on cooldown, inherits the remaining cooldown of utility skill C (likely somewhere in the 80-90 second range). This is most likely caused because Vekk has equipped utility skill K underwater in the same slot that utility skill C is on land.
For reference, you can’t even switch out a skill that’s on cooldown (except by moving it to another slot on the skill bar).
Epidemic is the skill that was switched in, not the signet. Epidemic acquired the signet’s cooldown, which was not used underwater in that instance.
Ok, if you’re switching a skill and the new skill inherits the cooldown of a skill in another slot, that is definitely a bug.

Hmm, do you remember which skill you swapped out?
It was likely either Blood is Power or Spectral Armor but I can’t be certain
That’s odd, because I’ve had this issue before, but it’s always been with skills on my bar underwater. Ah well, hopefully it gets looked at.
