When you are a necromancer and using a skill bound to weapon skill 2 when you’re just about to go to downed state, your downed state skill 2 will go on cooldown even though in didn’t trigger the effect (fear).

This problem exists with all the professions, and not just the necromancer.

Guardians, for example, will occasionally instantly cast their knockback bubble the moment they enter downed state.

I wouldn’t hold your breath for a fix, though… its been this way since launch despite numerous complaints.
