Guild Wars 2

In the picture, my target enemy is a necro and there is a [Plague] icon under his hp bar, showing that he was using the skill [Plague].
However, he was still in the human form, not a suspending ball, and he could use other skills. I was once finished by him when he was using the elite skill.
Necro using the skill cant use other skills or finish down enemies, can they ?

If you drop out of plague form prematurely, the “plague is on” thing stays, so does the range indicator. The necromancer is out of plague form, and can use his normal skills.
