when you corrupt retal how many stacks of confusion should it give? 3 stacks right?

I ask because Im going through some footage of a gvg we had yesterday and my confusion ticks where in the 200’s when they should be in the 600’s
so only 1 confusion stack was being applied.

Bug or ninja nerf?

corrupt boon works fine and applies 3 stacks of confusion.
its only WoC that only gives 1 now.

on no well of corruption is important i dont use corrupt boon i im power necro with wells so that one has to get fixed!!! …ugh darn bugs.

Well of Corruption is still only giving 1 stack of confusion when we corrupt retaliation.
I was using focused rituals, not yet sure if that has any affect on this.

Can we have anyone from Anet confirm if this is a bug or an intentional nerf.

if you look at around 14-16s you see that I corrupt retal but only 1 stack was applied.
