Necromancer Marks don't affect FE
None of the static enemys (those with cross-hair target) or any non moving target trigger necro marks.
I guess this is intentionally, but you have to ask the devs why
Immobile targets are, in general, environmental features – Unstable Ice Formations, for example, are an environmental thing, so it kind of makes sense that they wouldn’t activate Marks.
However, neither Necromancer Marks (from the sound of it) nor Engineer Turrets register World Bosses as hostile. If this behavior is intentional, I’d love to hear an explanation.

Marks trigger on non-moving targets, go use them on the test golems in the mists.
They do not, however, trigger on any inanimate objects, which most large world bosses are classified as.
By “non moving” I meant objects.
The golems are able to move but have no reason to do it.

Other repercussions of being classified as inanimate objects include the fact that you can’t make critical hits on them, and while you can stack Confusion on them, it doesn’t affect them.
