Nerf working as designed?

Q:

My character is a lvl 80 charr on Sanctum of Rall. I am exploring a very low level map, Wayfarer Foothills, that I hardly touched when leveling up; my character is nominally downgraded from 80 to 5.

I am one-shot killing NPCs with the default attack from my great sword. I’d love to do that against opponents in WvWvW, but here it makes the map a little less interesting.

I don’t remember being able to one-shot any NPCs except rats, rabbits, and frogs on my way up.

It’s not a big deal, but I was wondering: is the level nerf working as designed?

Thanks.

A:

you have 3 stats on equipment instead of 1 for that level, have stats from traits and runes and it adds up if you have set of exotic armors/weapons as they have higher base stats than intended blues/whites for lvl5.

War doesn’t determine who is right, only who is left.

Try this out.

Make a new character, complete tutorial zone and go to a major city at level 2. Collect a few coins from your bank. Buy a set of level 2 gear, complete with runes of power +11. Buy a sigil that gives +5 power on kills for your new level 2 weapon.

Watch as you steamroll everything in your path.

Why? Because this level 2 character is now fully equipped for level 2.

Why grind dungeons? Only relevant content…
Why? Gives needed gear…
Why do you need this gear? To do dungeons… duh.
