No Aesthetician in Royal Terrace

My guess: we’ll have to do without until the end of the LNY festival.
This sort of bug is common for ANet, in that GW1 used to have at least one NPC go missing during every festival that required redecoration. (It’s probably common in other games, too; I just don’t keep careful track.)
What happens is that the original design is based on a copy of the game that existed before those NPCs were added (and/or while they were missing due to a different reason, e.g. a different bug). And then each year, ANet brings back the same instance with the same missing NPC.
Unfortunately, one of the advantages of festivals for ANet is that it’s re-usable content, giving us something to do while they work on newer content. That means fewer hands-on-deck for fixing bugs, like this one. Worse, it probably also means that we’ll have the same bug in 2018.

They did an overhaul of the royal terrace in this patch, and as a result, one or more NPCs might’ve reset. The Aesthetician wasn’t in the terrace until a later patch, they must’ve used an older copy of the area to design the Lunar’s version.
But it’s only two weeks, and there’s an Aesthetician at the main plaza of DR, so if you really need one, you can go there just as easy. And since it’s only two weeks and a just as easily accessible NPC is already present, I don’t think anet should waste any resources on fixing this
