I thought initially, oh its an RNG chance maybe, but the wiki says its guaranteed.

The range of that event is rather large so that sometimes you’ll get participation without realizing. E.g. I was standing at the trading post earlier today and received participation for not doing an emote when he didn’t say “mad king says” ^^

Can the people not getting a chest verify whether they got one last year? Might be that they did not reset eligibility in this release.
I got one last year, I’m pretty sure.
