I have noticed for the past three days that I do not advance the achievement point total seen under the Hero Panel by completing both the daily achievements or the special Halloween achievements. Will this be fixed soon?

If you have hit the Daily Achievement Point cap (15,000 points combining Dailies and retired Monthlies), it is working as intended. (You can mouse-over your APs and it will show a breakdown.)

You should, however, receive 1 AP for each Halloween Daily, I believe.

You don’t. After you’re daily capped you don’t get those AP from the Halloween dailies either. I checked that last night as I was curious and those don’t give AP. :-/

Ahh, I was unaware of that (I did put a disclaimer in, though…lol). Thanks for the update. =)

It makes sense, though is a bit odd that the Halloween Dailies award any APs, at all, rather than just counting toward the 3 needed for the usual 10 AP.

Yeah, just like regular dailies the Halloween ones’ pop up acts like it gives you AP, but because of the cap AP is not actually rewarded. That has to be one of the most confusing things to people who hit the cap but don’t know a cap exists. At least things like Agent of Entropy don’t falsely tell you that you’ve gotten AP when you haven’t really.
