Looks like even more DDoS attacks, so not much that ANet can do against that :

First off all, Server issues are not game bugs, so this would belong in the technical support section. I believe there are two issues.
The first is that some major providers have some issues with routing traffic over optimal routes. This is likely due to some changes done at an American internet exchange. This means that providers needs to manually adept the way certain traffic is routed and some are slow in recognising that.
The second is that it seems that someone is trying to DDoS the servers. This leads to some issues (I experienced some yesterday, but it was minor lag. My friend who I was playing with had more serious issues, and I heard reports that some couldn’t connect at all).
It seems logical to assume that those people who are affected with both issues are totally unable to play. Unfortunally, against DDoS attacks, Anet only have limited means to fight it. For the other issues, all Anet can do is put leverage against other providers. So the statement they made ’We’re experiencing some technical problems right now and are looking into it. Sorry for the disconnect and login problems!’ is likely all they can tell.

Actually there is something ANet could do. If the problem is a DDoS attack, they could actually communicate that the recent connection issues are due to a DDoS attack, which they have not done so we are left guessing.
On the guildwars2 twitter account they posted…
- “I’ll try to update once we have found the problem”
- “I’ll update if we find a fix soon”
but didn’t ever post any substantive updates beyond that (both of those are pretty noncommittal, but still). So we might conclude that they (a) have not yet found the problem, and (b) did not find a fix “soon”.

The issue is that the DDoS attack isn’t the only issue. so by saying that that is it, they give the expectation that once that is over, the network lag will be over for everyone. Considering the other issue, This is not true.
Also in convincing and using leverage towards the ISP’s that need to make changes, it is not wise to do so. They will likely say in the discussion bout who did it: ’ You are admitting that you are having a ddos attack, so its not our problem and we can sitback and dont have to a thing’
