Have you started the Elixer Recipe chapter? https://wiki.guildwars2.com/wiki/Elixir_Recipe
If so, and you do not get drops of Clumps of Frostbitten Suet, you might consider a -repair of the client. Instructions found via the ‘Support’ link above/below and ‘Search – Repair’.
