I’ve asked many people about this they said gathering tools can be bought from all the merchants. However what I see from screen is they only sell leather bags… Where can I get my gathering tools!!!

Its usually the main merchants that you sell items too, normally they can be found near the trading posts/crafting stations etc

Only certain merchants sell Gathering Tools (and some only sell certain map-level tools). You can find them in the Cities, and scattered around the maps in the Open World.

The Wiki (link above) can pinpoint them for you.

Merchants on cities usually sell all levels of tools, but not all merchants would sell them. The one that’s sure you will find the tools are the Crafting Masters. Merchants on other maps usually sell only up to the level of such map though.
