While starting a new Norn Thief, I am working towards a condition build for PvE. At low level, the easiest way to get a bleed with a Norn is to add “Call Owl” to the mix. I have tried this multiple times, but using the racial skill “Call Owl” does not add the x3 Bleed it is supposed to; instead, the owl swoops down, does damage, and goes back up into the sky.
If someone has an explanation, or if it’s a balancing thing, I wouldn’t mind bringing light to it.
