Not earning skill points
I would stop trying to get skill points until the matter has been sorted out.
My hero panel icon only stays lit when I have traits to spend, not skill points. Best luck to you.

I’m currently trying to complete exploration of the Bloodtide Coast map and subsequently earn additional skill points. I have just completed the two skill points on Stormbluff Isle: the cannon skill point with Deputy Crackshot and the fighting challenge with Agent Xinn. I successfully completed both, but have not, however, received my skill points for the two challenges.
The Hero icon in the top left corner of my screen lit up briefly, as it usually does after successful completion of a skill challenge, but did not stay lit like normal, nor showed I had any skill points to spend when I opened the Hero panel. My map, however, shows I have completed these two skill point challenges and has filled in the blue triangular icon above those two locations. When I talk to the skill challengers directly, the dialogue is congruent with challenges I have successfully completed and received a skill point for, and I can no longer retry the challenges.
I tried shutting down Guild Wars, my computer, and restarting them both, but the skill points have still not been awarded. I have perused the forums on this site and on other sites online, determined that earning skill points is infinite and does not cap at a particular number, and that there are occasionally bugs with the skill challenges. However, I did not see anyone specifically stating they had not earned the skill point, only that with the bugs noticed, they could not complete the challenge.
Does anyone have any suggestions as to why I would not be earning skill points for these two locations upon successful completion, and should I stop trying to complete the other skill challenges until I know what is going on, least I do not receive skill points for those other challenges as well? Any advice would be appreciated, thanks.

Thank you both for your comments. Guhracie, you are right, it was the “traits” page on the Hero panel, not “skills” panel; thanks for the distinction.
I will wait to do more skill challenges for a little while, though will follow the advice of contacting Customer Support provided by Inculpatus cedo.
