Order of Secrets shoulders missing
There’s still an item for the shoulders. But they fact is that the cowl of the helm covers the shoulders. There are other big sets whose pieces cause others to be covered. I had a chest not too long ago that covered the legs.
Its the trade off in some designs because you need to consider what one piece looks like
If you look in your Hero Panel, You will see whether you have Shoulders equipped (and their stats), or not. Regardless if you can ‘see’ them on your character.

@everyone who replied this far: The Whisper’s Secret light set has no shoulder skin. The OP asked why that is the case.
@OP: Ask ArenaNet. They probably didn’t see it necessary for the reason mentioned above (that it would not be visible, hence is redundant).
The mantle was removed in 2015
The Whispers Mantle was removed from the set after the wardrobe was released because it was completely covered by the Whisper’s Secret Cowl and therefore had no skin of its own.

Whispers Mantle was a piece of light armor offered to players who have joined the Order of Whispers during their personal story. When the wardrobe was released, the Whispers Mantle was removed from the game and replaced by a pair of Apprentice Shoulders with identical stats. The reason for its removal is likely because the Whisper’s Secret Cowl always covered up all shoulder armor, and consequently the Mantle never had a skin of its own.
It doesn’t appear to be a bug, so it’s not something that needs to be “fixed”. There’s no particular need to require people to pay extra to unlock a skin that can’t be seen, when there are plenty of other should pieces that can be used.
So I revisited the stats and, no, they do not encompass an L80 head piece and an L80 shoulder piece. If they did they would need the following ADDED to the head piece (cowl) which encompasses two pieces:
- Defense needs to be increased
- Bases stats x2 (precision, toughness, condition damage)
- 2 upgrade slots
If these stats are not increased, then it is only ONE PIECE OF ARMOR.
Essentially, med and heavy armor sets are a full set, but light armor wearers get only a partial set.
Also, the cowl needs to encompass both slots so this item cannot be used in conjunction with other items.
If it is only a cosmetic set (aka skin) then it should be priced lower as it provides no additional value.
The point is that you don’t need the skin at all, since it’s hidden. Replace it with any mantle of the same rarity. There’s zero need for ANet to create a new item and force people to pay even lower price or for them to redesign it.
It’s just one of those anomalies in design that doesn’t have a great reason for existing and that isn’t worth addressing, with so many other design issues & suggestions that have more impact on the community.
Dont the medium citadel of flame coat or helm cover that shoulder aswell and it still have a item.
