Ever since the weekly WvW reset, outnumbered has bugged out on several players including me. I know that they made a change where you need to be in the same outnumbered map for the entire pip but for some reason the outnumbered bonus would not apply for me even after staying there for at least 4 more pips (20 minutes). Is this a bug or is it because the outnumbered should have disappeared but decided to linger on players that have been in the map longer?

It’s a bug. Outnumbered isn’t applied at each tick. Players who join a map after it becomes Outnumbered won’t get the buff unless the map ceases to be Outnumbered and then becomes Outnumbered again, at which point everyone on the map gets the buff.

I hope they fix it soon because it is getting really annoying.
