If you have your UI set to small the quests panel overlap somewhat often. This doesn’t seem to be a problem with normal UI size but I prefer playing with small.

It also happens on normal. Might depend on the combination of resolution and UI size.

Actually I am pretty sure it will happen any time there is a daily that takes up more than one line like Daily Sparkfly Fen Event Completer in your screen shot.

Yup, I have reported it via in-game tool. It usually happens when one of the daily items takes up more than one line, as Khisanth stated. It’s only or mostly noticeable when there is map-wide event thing below (like the Island Control info in your screen). It even gets worse when you have Content Guide enable, what causes it to overlap even those dynamic event info too.
