there is always a pvp chest in the achievement point rewards chests

you can place the staff in your pvp locker and then take it out with any other character so the fact that it is soulbound is no problem

and if you have it already and dont want to use it on another character you can always salvage it with the pvp salvage kit that can be bought in Heart of the Mists

It’s a trident, some of the tridents in the pvp locker still have the staff icon of that particular set and are also named “Staff”.
