Ok, so we got the reward we wanted, thats great. But i seriously refuse to believe that anet added the rewars, and ‘’ Forgot’’ to add the npc to deliver the reward to. I mean really, where is he and what happened?

He supposedly is behind the large door on the left, on the way to the air ship dock just above the submarine room.

As to whether Pact Requisitioner Hargrove exists outside if the story no one knows. Have heard the only way to reach him is to enter the story with another player. As to whether you get a reward or not has yet to be answered.

Someone in my guild tried re-doing the Arah story this morning so that they could get back inside the area, but the reward NPC was not there.

It’s sad, we finally get the token and it says that we should go to claim our prize— only to find out that the door is borked.

There’s another thread they replied to this on. You’re supposed to still be able to enter the instance where the southern PoI is (Similar to how you can enter story related instances in all of the starter cities) but the instance is turned off. They know and are fixing it.
