Aurora Glade Home World Penitent WP in The Cursed Shore.

It never gets rebuilt, it has been stuck at about 2/3rds all day today 8th Jan 2013.

This world event is still stuck

Highly likely it will be stuck until a new patch/ update/ server restart comes. Then it will automatically reset until it bugs again. ^^
Unless they have fixed it in the meantime.

Give it a try after the patch right now. Is it still bugged?

It was fine on sea of sorrows until the patch today, now there is just endless hordes of enemies there. So no events can be actually completed which kinda sucks. Everyone is just there farming and not doing other events in the area. Which I really need, for karma. =(
