If you use Arcane Thievery (or possibly any ability that steals boons) on the princess dolls to strip and steal their boons you get hit with some kind of perma-slow debuff that doesn’t show as a condition and can’t be removed.
The only way I’ve found to clear it is to get downed, die, log out, or zone.
I have to assume it’s some kind of bug.
