Periodically with what seems like random times, my Permanent Gathering Tool will fail to harvest a node and result in a Ruined Ore or Log. Is this as intended or is this a true bug? I thought that the Permanent gathering tools would not result in this loss.

It has to do with certain traits on the character in question. Some of them put your character into combat, which will result in a ruined mat. Check to see if anything is proccing whilst gathering.

Or don’t harvest when mobs are attacking you .. kill mob first

Gotcha. Kill mob then harvest. Good to know.
