You get a level 80 exotic helm for Victory or Death. The level 18 exotic is meant to be used on a new character, as leveling gear.

Yes, I know, the point was they assume that you have another character that needs to be leveled so even though you may be level 70 or 80 you still get the level 18 exotic. So to answer the OP’s question on getting lower level gear I used that as an example.

I know, but it’s a different kind of reward. When they jumbled the storyline, they made most of the formerly level 80 quests into level 70 quests, making the rewards for those quests level 70 items; and some of the level 70 quests were turned into level 80 quests, with rewards that are level 80 items. So, now that they’ve reverted the storyline order, the rewards are out of order; you’re doing level 70 story but getting level 80 items and then getting level 70 items for finishing the level 80 stories. On the other hand, the low level exotic (in the Mentor’s Kit) you get for “beating the game” is an incentive to create a new character and isn’t really in the same kind of category.
Gear rewards for personal story missions is based on the mission level, not actual character level.
