I am leveling a charr character and went with the priory and the skritt lesser race story.
When given the option to choose between stealing gunpowder and saving the missing skritt, I chose to save the skritt.

However, it still gave me the stealing gunpowder story instead.
It’s not a big, game breaking bug, but I was very disappointed in not being able to play the instance I wanted to.

Did you happen to join another player’s story instance since choosing, and accept progress? Doing so would put you on their story arc, rather than your own.

Nope, I had someone else with me, but I was the instigator for all instances, they were at the same place in personal story as me (leveling together), were taking all the same choices as me.
