My Norn Thief picked the Order of Whispers and chose the Ogre sympathy. I partied with a norn warrior who picked Vigil and also chose Ogre sympathy. When we entered the personal story named as the title of this post we encountered a bug. There is no star over the NPC “Builder Gorkan”. The story instructs us to “Meet with Builder Gorkan” but we cannot get this part to update. Talking with Gorkan is possible but does not update. We headed N in the instance and found the Trees and got “Defend the ogres while they fell trees” but as Gorkan never updated no ogres were present to fell trees. We spawned all the harpies around the trees and again attempted to update Gorkan but were unsuccessful. We cannot complete this story while this bug persists.

Edit: Letting my guildie (Norn Warrion, Vigil, Ogre Sympathy) lead the party allowed completion. We entered the instance took 1 step backward and the missing cut-scene started and updated Builder Gorkan
