The skill point in the North West of Plains of Ashford cannot be completed because the NPC is missing (Centurion Titus Gearclaw).
- I have tried at several times of the day.
- I have tried during the event with the skritts stealing cannonballs.
- I have waited over 30 mins on the spot.

Is he particulary rare to spawn or is this really a bug?

I can confirm this issue. The NPC is nowhere to be found.

same here. the message box does show that he is talking though, just can’t find him anywhere.

Yeah; that area when I was there was bugged out like 4 days ago.
