At least I think this is a bug.

I got for a reward: lvl 26 Ravaging Steam Bow; lvl 26 Strong Swindler Mask; 40 Wool Scraps; a Black Lion Key, I forget how much silver. This is nice, but kinda high for a 1-15 zone completion?

That looks like the reward for the next zone. The wool should have been jute.
