Alright, I could be mistaken, and even in the wrong place, but here I go:

I was running through the Plains of Ashford just to do completion for my Necromancer , and I realized that it appears as though I have everything, but it failed to register one of the Waypoints.

I counted 3 times to make sure that there were 19 blue, lit up way points, and yet the completions section says I only have 18/19.

I have not done completion on any of my other characters, for the record. All other points of interest, view points, skill challenges, etc. is completed. Only missing one waypoint.

Did you get the one in the southwest near the guild challenge area? It’s typically still covered by “blur” until you actually run in there and uncover it. Compare your map to the Plains of Ashford map on the wiki page.
