When you start chasing the Herald of Balthazar instead of following directly run up on the slope like in the first screenshot and then glide across to the top of the sand bank at the other side and then run across into the village along the top. This is breaks the story as the Herald will not be triggered and you can do the story step that should come after which then blocks all progress.
I tried killing the herald but once it goes to 1% health it stays like that. Nothing else you can do so you have to log out and start again.
