I’m not sure if this is a bug or an intended feature. However, the heart vendor in ember bay near caliph’s steps sells pocket jade armors. These consumables act like ogre pet whistles and fire elemental powders in that it summons a pet that lasts for 5 minutes. If you try to use the fire elemental powder with the pocket jade armor at the same time, you get an error message saying you can’t activate the jade armor after using the elemental powder. Additionally, they also share the same icon above the utility skills toolbar. I was disappointed in finding this out especially how expensive they are in terms of karma. I bought quite a few of them thinking I could use them at the same time with the other consumable boosts.

tl:dr; You can use the ogre pet whistle and the fire elemental powder together, but you cannot use the pocket jade armor together with the fire elemental powder.
