Precision Strike and Stealth
Yes, it is intended. Other skills that work similarly have always behaved that way. No different than a guardian using gs5 and pulling a thief out of shadow refuge. The player in stealth always has the opportunity to anticipate it and dodge when they see the activation.
edit: which is why there were already a number of ways to counter stealth but those are more skill-based than press a button and reveal for 6 seconds but eh, not even worth the argument anymore. But yes, again it is intended, so rock on using it.
