I have an “Eye of Rodgort” skin transmutted onto another scepter’s stats pre-feature patch.

After the patch, the “Eye of Rodgort” skin is unlocked on the wardrobe but it’s precursor, “Lidless Eye” is still locked which should not be the case according to an earlier blogpost here:

If you have an item that has gone through skin progression, like a legendary weapon or one of the Spinal Blade backpacks from the “Escape from Lion’s Arch” and “Battle for Lion’s Arch” releases, you will unlock all of the skins in that direct line of progression. That means that if you made Twilight, you will have access to both the Twilight and Dusk skins across your entire account. If you’ve created the Dynamic Tempered Spinal Blades, you’ll unlock that skin and all previous Spinal Blade skins.

What happens with gear that I currently possess that is already transmuted?

The skins for both of the items used in the most recent transmutation of your gear will be unlocked in your Wardrobe in this situation. This means that you will have skins representing your most recent stats and appearance choices for each transmuted item.

All that says to me is that I will have Eye of Rodgort unlocked, which is already true.

Lidless Eye is a precursor of Eye of Rodgort, and it has been stated that if you unlocked an item skin, its precursor skin is unlocked with it too.

So with that statement in mind, if you unlock Eye of Rodgort, Lidless Eye should be unlocked too.
