Problem loading the game.
I have the exact same problem.
Used a seperate partition I have XP installed on and can confirm the problem above we’ll just have to wait for a fix or continue playing on a different OS.

I downloaded it today and I have the same problem -flashing blue bar at the top on a black screen. OS XP.
Also can’t start the game, also have XP.
Did they decide to nix support for the OS and not tell anyone, or is it just a bug? I don’t expect them to support a dead OS till the end of time, but if it was the former, a little forewarning would be nice.

Yeah, pretty much the same problem here. I checked with a friend who also has OS XP and he’s facing the same problem. Hopefully ANET will solve this problem anytime soon.
For all you XP users who cannot load the game,
Try starting it from a cmd line in windowed mode. worked for me:
Gw2.exe -perf -windowed

I can confirm that this does work, just make sure you don’t hit the maximize button by accident, or the flicking thing will start all over again, thanks for the find!

Awesome! I can finally play the game again! Have been working on this problem since the patch for came out!
Oh, and Fyi, once you get into the game, you can go to options, set it to “Windowed Fullscreen” and have the fullscreen experience without the bug or window borders. You can even go back and remove the command prompts after doing this, and the game will start up in windowed fullscreen every time.
