PvE Mastery point requires WvW exotic drop
Nope, that’s the way the spoon set has always worked. You don’t have to necessarily get that specific mastery point. The collection also includes a fractal which in your view probably would also be leaving Tyria (since you’d be entering the mists..). In addition to this, the collection has been in the game for a long time and the mastery point was only added after HoT dropped.
Fractals are part of Tyria. WvW is not.
And, you’re right: the collection was made part of the mastery as part of HoT. It should not have been made so, since it requires leaving Tyria. It’s clearly a bug introduced with HoT.
And, I only have a handful (3-5) more mastery points that I’m capable of earning. I need every point I can get.
Hmmm fractals and WvW actually both take place in the mist.
Fractals are historical Tyrian events. But, I don’t expect to get any mastery points from Fractals anyhow.

I might be able to support your effort to make a change, but I can’t support that statement: it’s not clear to me at all. On the contrary, it seems that this was intended that the ‘core’ masteries include one point (just one) from WvW. It’s also something that can drop without ever coming into contact with a player from the opposing side. Plus, there are lots of ‘extra’ points; you don’t have to get this one.
Finally, the phrase “Tyria Mastery” is misleading in the first place. Magus Falls is just as much a part of “Tyria” as any of the core regions and I don’t think it’s reasonable to read too much into the name.
So, from where I sit, clearly it’s intended that this WvW drop be included as part of Tyria Mastery.
Now, if you want to re-post this as a suggestion, e.g. that core mastery points should be limited to PvE, I’d probably support that. Or alternatively, if WvW is included, then there should be plenty of other mastery points available via BLs or EB.
If the WvW spoon is undesirable for some, then the Fractal spoon should be removed, as well, as that is undesirable for others.
And, I have no doubt, once those activities are removed, then someone else will want the one Jumping Puzzle removed. And on, and on.
WvW is part PvE, part PvP; some players consider it one, some the other, some both. Fractals don’t seem to take place in every-day ‘Tyria’, any more than WvW or PvP does.
It would be difficult to pick and choose to accommodate everyone’s preferred content, I imagine.
