I now had it two times happen to me: Even though a teammember DCs/Leaves the match, the match gets listed as a defeat in Matchhistory and i lose a pip and my winstreak is gone. And i wasnt in a party with the DCed Teammember before, during or after the match. In both cases the DCed Teammember did not reconnect to the game befor it ended.

The Blogpost preseason states literally:
“If a player from your team deserts the match, and your team is then defeated, you’ll lose no pips for that match (and the match won’t count as a loss should you be on a win streak).”

So this has to be a bug.

Details when it happened:

Zone: EU
First Time: Match ended 17:50 (UTC+1) on 26.02.2016
Second Time: Match ended ~18:05 (UTC+1) on 04.03.2016 (Tempel of the Silent Storm Score: 501:299)

Both Matches played with this acount: phantis.4815

I queued both matches solo and both matches are listet as a defeat in Match-History.

If the player who DCs returns within the grace period, the match counts as normal.

As i said in my first post: The DCed Teammember never reconnected to the game. So that can’t be the reason.

This is gw2, this is also a bug. Those two things in conjunction means nothing will be resolved. Sorry for your loss.
