The Quorum Guard in the Imperator’s Core in the Black Citadel is kindly knocking me back every time I try to get the point of interest making it literally impossible for me to reach world completion. Please make it possible to get past this guard even if there is no dialogue with the NPCs behind them, I don’t care, I just want world completion.

I have the same issue.

I might be wrong here, but when I enter the first time I get pushed back also.
Try again and will say “Sorry Commander” and will let you in.
You might need to have your story completed.

Wait what. NPCs push you in there? I was just in there yesterday on a level ~30 with no issue.

I’m going to head there again and give these guys a piece of my mind for you.

edit: OK I must not be going to the right place? In the Command Core? Or just out in the general core area of the Citadel itself? Which PoI?

This is confusing me.
A few days ago i did a full completion of the Black Citadel with no problems with a new lvl4 character.

Does this happen when u are at a certain point in the Flame & Frost story then?!
But not when u either havent done anything or all of it?!
