Not sure if someone already noticed any problem like that.
I do have the required item and it’s not counting to the achievement.
Already tried to unequip and equip it again (with double click and right click) and didn’t work.

Twin Sisters and Twin Talons are 2 different exotics that share the same skin, so you wont get the Twin Talons collection achievement for owning the other.

As for the first problem your ring is infused, which the game counts as a totally different item. But i agree it should still count.
