Reaper Shroud bugged
Confirmed. In either case you do at least lose 150 condition dmg from the Scepter trait. It’s even worse when using the other set -/warhorn.
After heavy CC combo’s or midway during a fight that doesn’t require CC you’d whirl Soul Spiral within the Ice Field of Executioner’s Scythe in order to stack bleeding. Losing the trait’s and the (in Reaper’s Shroud) non-applied Scepter condition damage + the duration from the Sigil makes you think: Do I even want to Combo now?
In my honest opinion wielding a 2nd Scepter shouldn’t be the solution. We are still 150 cond. dmg short. I do use a Scepter on each set but this can’t be it, honestly.
It works for Death Shroud, so apply the same codes for Reaper’s Shroud.
After all:
Reaper’s Shroud has more meele oriented skills.
Where’s the point in even losing a great deal of damage, when you enter it? It is not only a quite displeasing bug, rather it is completely contrary to the very conecpt of the Elite Spec.

I am experiencing the same bug with my Necro.
In Deathshroud everything works fine as you expect it to do, but in Reapershrout the weapons/sigils of the second set lose their effects. Its a pity, because the current state of the condition Necromancer is quite good and its a welcomed class in Fractals and Raids. As a Necro main it is the first time in the game, that i can play my beloved first character. The only thing that bothers me is now, that i have to arrange my dps-rotation around this bug. You always have to consider the dps loss when you do more cc by using your Shrout after your warhorn. And that in a rather complicated dps-rotation with some hidden cds and sigil-procs.
I hope this issue can be addressed in the near future to let us enjoy our Necro even more.
This affects your AR, as well. Equip one weapon set as mainhand/offhand and then the second set as just offhand (to re-use the same mainhand). Make sure the “set” with just the offhand is currently equipped, and then go into reapershroud. You’ll lose the AR you have in your mainhand. Come back out, and the AR will be there again. And if you go into reapershroud with the other “set”, then you’ll have your full AR.
