Though I really love the fact that I got two 15 slot bags, (first from the chest in LA, second in the mail) was this a bug? I don’t want to take advantage of an error.

Not a bug as such. Just the easiest way to ensure that all who didn’t get anything from the chests got their stuff. It’s a lot easier to send everyone the rewards than figure out who didn’t get anything from the chest and then only mail them.
