Not for buying the recipe sheet. Checked on a character that hasn’t done the LA stuff nor have lv500 crafting. Still have the recipe sheet on sale. Haven’t checked with a non-lv80 though.
i have done the Achievements 15/15, and the event that Urmaug is tide to like 40 times and it doesn’t give credit and i can’t buy the recipe from him. i hope they fix it

Are you looking in the right place? It’s at the top of the list in the vendor window.
OK First, I apologize for blaming ArenaNet. Second, if you want the recipe you have to do the ogre Escort and you MUST KILL at least one Veteran to get the event credit, then you can buy the recipe from the NPC.
Ok that helped, we had the achievments and done the escort but somehow it didnt count for Urmaug, did Oger-Escort again and she can buy it.
